SAILING INSTRUCTIONS
1. RULES
1.1. This regatta will be governed by:
the 'rules' as defined in the 2001-2004 Racing Rules of Sailing (RRS).
the ITA Class Rules, Appendix A - Championship Rules
the Notice of Race,
except as any of these are changed by the Sailing Instructions
and these Sailing Instructions.
1.2. The prescriptions of Italian Sailing Federation will not apply.
1.3. Instructions drawn from ITA Class Rules - Appendix A and included in
these Sailing Instructions are referenced “CR”.
1.4. If there is a conflict between languages, the English text will prevail.
2. NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board located
near the race office.
3. CHANGES TO SAILING INSTRUCTIONS
Any change to the sailing instructions will be posted before 09.00 on the
day it will take effect, except that any change to the schedule of races
will be posted by 20.00 on the day before it will take effect.
4. SIGNALS MADE ASHORE
4.1. Signals made ashore will be displayed from a flag staff located at the
entrance of the Yacht Club Cagliari.
4.2. Code Flag “L” will be displayed if a notice to competitors
has been posted.
4.3. When flag AP is displayed ashore, “1 minute” is replaced
with “not less than 45 minutes” in RRS Race Signal AP.
5. SCHEDULE

5.1.1. Two (2) races per day are scheduled. The Race Officer may announce
three (3) races for the next day only if the regatta may fail the minimum
number of races to constitute a series and only with the approval of the
ITA (CR 4.1(c)).
5.1.2. The Reserve Day shall be used if all 10 races have not been completed
by the end of racing on 13 June.
5.1.3. No warning signal will be made after 4.00 p.m. hours on the Reserve
Day.
5.2. The scheduled time of the warning signal for the first race each day
is 12.00 hours.
5.3. After the first race of each day, the warning signal for each succeeding
race will be made as soon as practicable. To alert boats that another race
will begin soon, the postponement signal will be displayed for at least four
minutes before the warning signal is displayed.
6. CLASS FLAGS
The Class Flag will bear the Tornado Class insignia.
7. STARTING AREA
“
Attachment 1” shows the location of the starting area.
8. THE COURSE
8.1. The diagram in “Attachment 2” shows the ITA Championship
Course.
8.2. The target time for the duration of a race is 50-70 minutes. A race
time outside this range shall not be grounds for redress (CR 5.3).
8.3. No later than the warning signal, the race committee signal boat will
display the approximate compass bearing from the midpoint of the starting
line to Mark 1.
8.4. The Championship Course will not be shortened. This changes rule 32.
9. MARKS
9.1. Marks 1, 2, 3S and 3P will be red inflatable buoys.
9.2. New marks, as provided in instruction 11.1, will be red inflatable buoys
with white band.
9.3. Pin Mark will be red inflatable buoy with blue band.
9.4. The starting and finishing marks will be the Signal Boat at the starboard
end and the Pin Mark at port end. After the start the Pin Mark at the port
end will be relocated near the Race Committee boat for the finish.
9.5. A race committee boat signalling a change of course is a “mark” as
provided in instruction 11.3.
10. THE START
10.1. Races will be started by using rule 26 with the warning signal given
5 minutes before the starting signal.
10.2. The starting line will be between a staff displaying an orange flag
on the Signal Boat and the course side of the Pin Mark.
10.3. A boat starting later than 5 minutes after her starting signal will
be scored Did Not Start without a hearing. This changes RRS A4.1 and A5.
10.4. No races shall be started if the average wind is less than 6 knots
or more than 25 knots (CR 6)
10.5. A race shall be abandoned if the wind reduces to less than 3 knots
for a period of 15 minutes or more before the first boat that sails the course
finishes (CR 9.1)
11. CHANGING THE COURSE AFTER THE START
11.1. To change the position of the next mark, the race committee will lay
a new mark (or move the finishing line) and remove the original mark as soon
as practicable. The change will be signalled before the leading boat has
begun the leg, although the new mark may not yet be in position. Any mark
to be rounded after rounding the new mark may be relocated without further
signalling to maintain the course configuration. When in a subsequent change
a new mark is replaced, it will be replaced by an original mark..
11.2. Rule 33 is changed so that, in addition to displaying a compass bearing,
the race committee will also display a white board with a green triangle
if the direction is changed to starboard or a white board with a red rectangle
if the direction is changed to port.
11.3. Except at a gate, boats shall pass between the race committee boat
signalling the change of course and the nearby mark, leaving the mark to
port and the race committee boat to starboard. This changes rule 28.1.
12. THE FINISH
The finishing line will be between a staff displaying an orange flag on the
Signal Boat and the course side of the Pin Mark..
13. PENALTY SYSTEM
13.1. The Alternative Penalty Rule, RRS 44.2 shall apply, except that the
720° turn shall be replaced by a 360° turn and shall include one
tack and one gybe (CR 11.1)
13.2. A boat that has taken a penalty or retired under rule 31.2 or 44.1
shall complete an acknowledgement form at the race office within the protest
time limit.
13.3. Starting Penalties shall be in accordance with RRS 30.1 and RRS 30.3
only (CR 11.2)
14. TIME LIMIT
14.1. The time limit for a race is 2 hours (CR 7.1)
14.2. Boats failing to finish within 30 minutes after the first boat shall
be deemed not to have finished and shall be scored as a DNF without a hearing
(CR 7.2). This changes rules 35 and A4.1.
15. PROTESTS AND REQUESTS FOR REDRESS
15.1. Protest forms are available at the race office. Protests shall be delivered
there within the protest time limit.
15.2. The protest time limit is 60 minutes after the last boat of the last
race of the day finishes. The same protest time limit applies to all protests
by the Race Committee and Jury and to requests for redress. This changes
rules 61.3 and 62.2.
15.3. Notices will be posted within 30 minutes of the protest time limit
to inform competitors of hearings in which they are parties or named as witnesses.
Hearings will be held in the Jury room located in the Club House of the Yacht
Club Cagliari.
15.4. Notices of protests by the race committee or Jury will be posted on
the official notice board to inform boats under rule 61.1(b).
15.5. For the purpose of rule 64.3(b) the “authority responsible” is
the measurer appointed by the organizing authority.
15.6. No official measurement shall take place after Race 1, except as the
result of a protest or due to the replacement, alteration or repair of any
item (CR 12.6)
15.7. No competitor may protest a question of measurement later than the
normal protest time applying to Race 1, except on the grounds that there
has been subsequent alteration of the boat or its equipment (CR 12.7).
15.8. On the last day of the regatta, a request for reopening a hearing shall
be delivered
within the Protest Time Limit, if the party requesting reopening was informed
of the decision on the previous day
no later than 30 minutes after the party requesting reopening was informed
of the decision on that day.
This changes RRS 62.2 and 66.
15.9 The International Jury is appointed according to R.R.S. M. Right of
appeal is denied according to R.R.S. 70.4.
16. SCORING
16.1. The Low Point System of Appendix A will apply.
16.2. 6 Races must be completed to constitute a series (CR 4.1(a)).
16.3. When 6 or more races have been completed, a boat may discard its worst
result (CR 4.1(b)).
17. SAFETY REGULATIONS
17.1. Each crew member shall wear a personal buoyancy device capable of supporting
the competitor’s full weight at all times when on the water, except
for brief periods while changing clothing (CR 14.2)
17.2. A boat that retires from a race shall notify the race committee as
soon as possible.
17.3. Each race day a member of each boat shall sign a list available at
the Race Office before going on the race area and as soon as possible after
coming back ashore. Any competitor who will fail to sign on and/or to sign
off may be disqualified by the International Jury for all races of the day.
The list to sign on will be open from two hours before the first warning
signal is scheduled in the race programme, up to the starting signal of the
first race of the day. The list to sign off will be open up to the time limit
for lodging protests.
18. REPLACEMENT OF CREW OR EQUIPMENT
18.1. After the first race of a Championship, all requests for substitution
of a competitor shall be made in writing to the jury (CR 15.1).
18.2. The jury shall only grant requests for competitor substitution in the
case of sickness, accident, or special circumstances (CR 15.2).
18.3. The jury shall give written permission for, or rejection of, requests
for competitor substitution (CR 15.3).
18.4. The jury may allow replacement of any items damaged beyond repair.
Such items must measure within the Class Rules to the satisfaction of the
jury (CR 12.5).
19. EQUIPMENT AND MEASUREMENT CHECKS
19.1. Each boat may measure only one complete set of equipment, which includes
one mainsail, one jib, and one spinnaker. All sails to be used at an event
shall be measured in accordance with the Class Rules (CR 12.4).
19.2. All boats must be kept at the regatta site commencing at the time of
registration and continuing until the end of the event. Removal of any boat
from the regatta site during the event shall require prior written permission
from the Jury (CR 12.8).
19.3. A boat or equipment may be inspected at any time for compliance with
the class rules and sailing instructions. On the water, a boat can be instructed
by the jury to proceed immediately to a designated area for inspection.
20. OFFICIAL BOATS
Official boats will be marked as follows:
Signal Boat: will display a yellow flag with the letters “RC”.
Mark Boats: will display a red flag
Safety Boat: will display a red flag
Medical Boat: will display a white flag with a “red cross”
Judges’ Boats: will display a Yellow flag with a letter “J”
21. SUPPORT / COACH BOATS
21.1. Each support/coach boat shall display her national flag or country
letters with a minimum height of 300mm clearly visible on both sides during
the regatta (CR 13.1)
21.2. Except in the instance of a boat in distress requiring assistance,
all support boats shall remain at least 100 metres from any boat racing and
outside the lay lines from the time of the warning signal until all boats
have finished or the race committee signals a postponement, general recall
or abandonment (CR 13.2)
21.3. The penalty for infringing these requirements will be at the discretion
of the jury, but may include disqualification of one or all boats associated
with the infringing support/coach boat (CR 13.3)
21.4. Support/coach boats may be notified by the race committee to render
assistance to any boat, if the safety of the boat or its crew is in question
(CR 13.4)
22. TROPHIES AND PRIZES
22.1. Trophies or prizes will be awarded to helmsman and crew of the Top
5 finishing boats (CR 16.l).
22.2. Trophies will also be awarded to the top Mixed Team (male/female) and
Youth Team (both crew members not over 21) (CR 16.2).
23. RADIO COMMUNICATIONS
No transmitting equipment or radio receivers shall be carried on board any
competing boat. This restriction also applies to mobile telephones (CR 18).
24. BOW NUMBERS
24.1. Each team shall display bow numbers. These numbers shall be placed
on the outside of both the port and starboard bows. Each boat's bow number
shall be their ISAF World Sailing Ranking as of 31st December 2002. Each
number shall be a minimum height of 400mm and shall not be more than 50mm
from the deck or bow (CR 20).
24.2. Boats with ISAF World Sailing Rankings greater than 80, or with no
ranking, shall be assigned a bow number by the organizing authority.
25. DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See Rule
4, Decision to Race. The ITA, the Host Club, organising authority, National
Federation and all parties involved with the organisation of the regatta
disclaim any and every responsibility whatsoever for loss, damage, injury
or inconvenience that might occur to persons and goods, both ashore and while
afloat as a consequence of participation in the regatta (CR 17.2).
26. INSURANCE
Each participating boat shall have current third-party liability insurance
with a minimum cover, including coverage when racing at the venue of the
championship, of not less than US $1,000,000 (or the equivalent). Proof of
this insurance shall be available at all times. (CR 17.1).
27. ALTERATIONS AND ADDITIONS
Alterations or additions to these Sailing Instructions shall only be made
by agreement between the ITA and the Race Committee.

Attachment 2: championship course
1. The Championship Course (the Course) is shown in the Course Illustration.
1.1. The sequence of mark rounding for the Course is: Start-1-2-3S/3P-1-2–3S/3P-1-2-Finish.
1.2. Marks 3S/3P may be disregarded on the first windward leg and on the
final downwind leg.
2. Marks 1 & 2, the windward marks, shall be rounded to port.
2.1. Mark 2 shall be set approximately 100 meters to port of Mark 1.
2.2. The bearing to Mark 2 from Mark 1 shall be approximately 70 degrees
to port of the bearing to Mark 1 from the Start or previous leeward gate.
3. Marks 3S and 3P, the leeward marks, shall be set as a gate. Except on
the first windward leg and the final downwind leg (see 1.2 above), all boats
shall pass through the gate entering from the direction of Mark 2 before
rounding Mark 3S to starboard or Mark 3P to port.
4. The Course length shall normally be set so the race will last approximately
50 - 70 minutes in the anticipated wind conditions.
5. The starting line should be approximately the length in meters of 4 times
the number of boats starting.
6. The leeward gate marks should be at least 6 boat lengths apart. For large
fleets, this distance may be extended to between 8 and 10 boat lengths, if
necessary.
