NOTICE OF RACE
1. Organising Authority
The Organising Authority is the Yacht Club Cagliari, on
behalf of the International Tornado Association (ITA),
under the authority of Italian Sailing Federation, and
the ISAF.

Ten races are scheduled for the Championship. Six races
must be completed to constitute a Championship. When
6 or more races have been completed, a boat may discard
their worst result. Programme:

The regatta will be governed by the 2001-2004 ISAF Racing
Rules of Sailing (RRS), the International Tornado Association
Class Rules and the Sailing Instructions. In the event
of a conflict between the Sailing Instructions and the
Notice of Race, the Sailing Instructions shall prevail.
The ITA Class Rules, Appendix A - Championship Rules will
apply.
The Prescriptions of the Italian Sailing Federation will
not apply.
Rule 44.2 is changed so that the 720° turn is replaced
by a 360° turn.
The Championship is a Category "C" event,
in accordance with RRS Appendix 1, Regulation 20. The
Organising
Authority will require advertising to be displayed,
as authorized by Regulation 20.3(d)(i).
The official language of the Championship will be English. 4. Eligibility
ISAF eligibility as per Appendix 2, Regulation 19 is required
of all competitors.
All competitors shall be current financial members of
the ITA, and their membership card shall be produced or
their membership otherwise verified.
Each boat shall have a current Public Liability and Third
Party Property Insurance policy, including coverage when
racing at the venue of the Championship, of not less than
US $1,000,000 (or the equivalent). 5. Entries
· The number of entries will be open.
· Entries shall be made on the official Entry Form, signed
by the helmsman and crew, and be endorsed by the entrant's
National Tornado Association.
· All Entries and Entry Fees shall be received by the Organising
Authority no later than 15 may 2003, or late charges
will apply.

· The Entry Fees are:
1. Entry and Payment Until 15 may 2003: € 300,00

Entries will be valid only on receipt of full entry fee
payment. The Entry Fee is non-refundable.
Entries received within 14 days (from 22nd may 2003 onwards)
of the start of the Championship may be accepted only
at the discretion of the ITA and the Yacht Club Cagliari,
whose decision shall be final. 6. Measurement and Certificates
Each boat shall present a valid measurement certificate
at the time of Registration and Measurement at the Championship.
Boats, sails, rigging and crews must be at the disposal
of the Measurer in the measurement area not later than
8 june 2003. 7. Sailing Instructions
The Sailing Instructions will be available on the event
website no later than 25 may 2003 and will be issued
to each competitor on completion of registration. 8. Scoring
The RRS Appendix A - Low Point Scoring system shall be
used. 9. Racing Areas, Regatta Site

B" 10. Courses
The ITA Championship Course will be used. 11. Decisions of the Jury
An International Jury will be appointed in accordance
with RRS Appendix Q.
The International Jury will hear all protests filed during
the Championship and the decisions of the Jury shall be
final in accordance with RRS 70.4. 12. Support Boats and Support Personnel
Team leaders, coaches and other support personnel will
be required to register on the Regatta Office in order
to obtain the official accreditation.
Team leaders, coaches and other support personnel will
be required to comply with the ITA Class Rules, Appendix
A, Rule 13.
Support boats shall be registered at the race office between
10.00 on 6 june to 18.00 on the day before of the practice
race. They shall either fly an identification flag of
minimum 50cmx40cm displaying the national authority country
code or display their national authority country code
in black letters on a white background on the cover of
their outboard engine and display the number allocated
by the Organizing Authority at all times on the water. 13. Prizes
Daily prizes will be awarded to the boat finishing first
in each race.
Prizes will be awarded to the first five teams.
There will also be prizes to the top placed mixed team
and youth team. 14. Liability
Competitors will sail at their own risk in the Tornado
European Championship 2003 in Cagliari. See rule 4 (RRS),
Decision to Race. The Organising Authority, Yacht Club
Cagliari, International Tornado Class Association and
all parties involved in the regatta organisation do
not accept any liability for any loss, damage or injury
which may occur to person or property, both ashore and
afloat, as a consequence of participation in the Championship. 15. Photographs and TV Rights
By participating in the 2003 Tornado European Championship,
a competitor automatically grants to the Organising
Authority, the Class Association, Management Group and
the Sponsor the right in perpetuity to make use of and
show, at their discretion, any motion pictures, still
photographs, live or taped film or video on television
and/or other media, showing him/her during the period
of the competition, as well as to use such contents
in any media whatsoever, for either editorial or advertising
purposes or to be used in press information without
