OCTOBER 3rd – 6th

NOTICE OF RACE

 

 

MUMM 30 WORLD CHAMPIONSHIP for the Royal Canadian Yacht Club Trophy,  

supported by Champagne Mumm.

 

1.     ORGANISING AUTHORITY 

        The Organising Authority is the Yacht Club Cagliari (YCC) in conjunction with the Mumm 30 Class Association

2.     HEADQUARTERS

        The Regatta Headquarters will be the YCC, Marina Piccola.

3.     OFFICIAL LANGUAGE

        The official language will be English,  “shall”  is mandatory, “may” is permissive.

4.     RULES

4.1   The regatta will be governed by the “rules” as defined in the I.Sa.F. Racing Rules of Sailing (RRS) 2001-2004 

4.2   Mumm 30 One Design Class Rules

4.3   ORC Special Regulations governing Offshore Racing for Category 4 shall apply

4.4   The Notice of Race and the Sailing Instructions

4.5   Video taken from any support and/or coach boat shall not be used as evidence at a protest hearing.    This alters RRS 63.6

4.6   The Prescriptions of the Italian national authority will not apply

4.7   If there is a conflict between languages, the English text will prevail 

4.8   Yachts shall comply with the Class Rules and the designer and manufacturers’ original standards, which shall prevail in event of conflict, unless modified by the Notice of Race or Sailing Instructions.

5.     JURY

An International Jury shall be formed in accordance with the RRS, Appendix M. All decisions of the International Jury will be final, per RRS 70.4.

  

The penalty for any infringement of Class Rules or ORC Regulations is to be at the sole discretion of the International Jury, in consultation with the Class Management Group or a non-competing Class Representative, once racing commences.

6.     ALTERNATE PENALTIES

Penalties for breaking RRS Part 2 is modified in that if a yacht breaks a rule of Part 2, her alternate penalty shall be either a 360 degrees turn penalty or a 20% scoring penalty, unless she breaks a rule of Part 2 within the two boat zone of the windward mark.  Then, her penalty shall be either a 720 degrees turn penalty or a 50% scoring penalty.

7.     ADVERTISING

7.1   The regatta is Category C in accordance with Appendix 1 rules 20.3.2 (RRS)

7.2   The Organising Authority may require competitors to display Event Sponsors advertising material for the duration of the regatta, commencing immediately following registration until one hour after the finish of the last race.  These should be attached to the boat in accordance with the instructions provided by the Organiser and displayed in the following areas:

        a.   The forward 20% of both sides of the hull excluding bow numbers

              (Appendix 1 rules 20.3.1 (d) (i)

        b.   On all boom length

7.3    Boats are required to fly the Class Pennant and sponsors flag during the race

7.4    Individual yacht advertising shall not conflict with primary event sponsor.

8.      ELIGIBILITY

The event is open to Mumm 30 Class yachts as defined by the Mumm 30 Rule book. Owners, Charterers and alternate helmsmen shall uphold Class Rules 1.1, 1.2 and 1.3 and be members of the Class Association.

9.     ENTRY AND REGISTRATION

Entry forms together with entry fee of $500 US must be received by 10th September 2001. 

 

Entries received after 10th September may be accepted at the discretion of the Organising Authority and will incur a late fee of $125 US.

 

Registration shall be completed with the Organising Authority and the International Class Association as described below:

 

By September 10th 2001, all boats shall submit to the yacht Club Cagliari, 

a.   The entry form completed with crew list

b.   A copy of the yachts valid Mumm 30 One Design certificate

c.   The entry fee $500 US.

 

By September 25th 2001, all boats shall have completed the final and complete crew list and declaration of Alternate Helmsman (where applicable), together with US Sailing Appendix P (www.ussailing.org/racing/crew classification) or RORC Rating Office Mumm 30 crew classification determinations.

 

Crew classifications must be acquired by 25th September. Crew substitutions may be allowed after that date with written permission of the Organising Authority. Competitor Classification applications (other than unavoidable substitutions) that are submitted after 25th September to the event committee shall be accepted at the sole discretion of the Competitor Classification committee and shall be charged at $100 US each.

 

By October 2nd 2001, 1600 hours, all boats shall have completed the following:

a.   Completed Registration with the (YCC).

b.   Owner or Charterer and Alternate Helmsman will have paid Class Ass’n dues to the Class

      Ass’n Representatives.

c.   Skipper and crew weighing completed.

d.   Liability waivers completed and lodged with the YCC.

e.   Sail Declaration form on file with sail measurer and all sails buttoned.

f.    Yacht weighing and check-measurement forms completed, and on file with the Organising        Authority.

g.   Owner/skipper must be a member of their Member National Authority (FIV, UNCL, RYA,        USS, etc).

10.    SAIL LIMITATIONS  

One set of sails in accordance with the Mumm 30 Class Rules shall be declared at measurement, by button number, for the duration of the event. Sail buttons will be available at measurement. Damaged sails may be replaced subject to written approval of the International Jury and Class representative.  Re-cutting of sails after measurement is not permitted.

11.    MEASUREMENT AND INSPECTION

All Mumm 30’s shall be made available at the Marina Piccola accompanied by an Owner’s representative during their scheduled measurement time.  Measurement must be scheduled by the yacht owner or representative with Pier Domenico Muzzi, e-mail Internet:pdmuzzi@libero.it

a.   Each yacht shall be available for hull weighing in Builders weight condition, as outlined in the Class Rules, except that the mast shall be stepped with standing rigging and boom attached and, the halyards led to the base of the mast. Yachts shall arrive with their safety gear assembled in the cockpit as this will be inspected and removed prior to the yacht being weighed.

b.    Sail measurement shall be scheduled.

c.    Crew weighing shall be done in light clothing

d.    Random yacht and equipment inspections may be conducted daily to check for         Class  Rules compliance.

 

Event measurers, as per RRS 78.3 and the ISAF Equipment Rules of Sailing 2001-2004 Part II C.5.2, are Renee Mehl, Pier Domenico Muzzi and James Dadd. 

12.    SAILING INSTRUCTIONS

Sailing Instructions will be available at registration.

13.    RACING AREA

The racing area will be in Cagliari in front of Poetto Beach.  Courses will be windward/leeward as diagrammed in the Sailing Instructions. Windward offset marks and leeward gates shall be used.

14.     SCORING

The Low Point Scoring System of the RRS as described in Appendix A shall apply, except that each yacht’s final score shall be the sum of all races scored, this alters A2 (RRS).  Nine races are scheduled for the series with a minimum of four completed races to constitute the World Championship.

15.    DOCKAGE AND HAUL OUT

Dockage is included in the entry fee from 22nd September until conclusion of the event.  Facilities for launching, hauling and mast stepping will be available by appointment with the YCC, each owner/charterer/skipper will be responsible for those fees incurred. 

Underwater cleaning of the hull is permitted.

Yachts shall not be hauled after 08.00 hrs, October 3rd 2001 without written permission from the International Jury.  If a yacht is hauled, wet sanding is not permitted.

16.    PRIZES

First place overall will receive the perpetual Royal Canadian Yacht Club Trophy.  Trophies for second through fifth places will be awarded, plus daily prizes.

17.    SUPPORT BOATS

Individual support or coach boats shall not have any contact with registered racing yachts from the time the yachts leave the berth each day until the yacht has finished racing for the day, except in case of emergency declared to the Race Committee. 

 18.    PRELIMINARY SCHEDULE

September 27th, 28th & 29th, Keel and rudder measurement, hull weighing, sail measurement and ORC Category 4 safety equipment check.

 

September 30th & October 1st, practice racing only when above measurement procedures are completed, or with permission from Renee Mehl or Carole Abbott, Mumm 30 Class Secretaries, or Pier Domenico Muzzi, Class Measurer.  Should weather conditions prevent the measurement programme from being completed, September 30th and October 1st shall be designated measurement days.

 

October 1st & 2nd,  0830 – 1600 hrs, official crew weigh-in in light clothing,  (the scale will be available from September 27th in the YCC for crews to check weigh), final sail measurement.

 

October 2nd,  1800 hrs Skippers’Briefing 

                   1830 hrs Welcome Party and Opening Ceremony.

 

October 3rd – 6th,  World Championship consisting of nine races. A minimum of four races shall be completed to constitute a World Championship. FIRST WARNING SIGNAL  1030 hrs.

October 5th,    Three races

October 6th,    One race

                    Awards Ceremony 

The Organising Authority reserves the right to modify the above race programme according to the prevailing weather conditions.

19.    HOUSING/TRAVEL

20.   MEDIA

20.1  Media representatives intending to attend the Event are requested to register with the YCC. All media rights shall be vested in the Mumm 30 Class Association and Event sponsors, who shall seek to extend the maximum co-operation to individual teams wishing to bring television crews to the Event.  Television crews shall register with the Organising Authority by 10th September 2001.

 

20.2  In participating in the 2001 Mumm 30 World Championship, a competitor automatically grants to the Organising Authority, The Class Association, Management Group and the sponsor of the 2001 Mumm 30 World Championship, the right in perpetuity to make use of and show, at their discretion, any motion pictures, still photographs, live or taped film or video on television and/or other media, showing him/her during the period of the 2001 Mumm 30 World Championship, as well as to use such contents in any material related to the 2001 Mumm 30 World Championship without compensation. 

21.   INSURANCE

All entrants shall hold valid insurance for Third Party Indemnity, for not less than the equivalent of $1,500,000 US to be maintained fully effective throughout the Championship.

22.    DISCLAIMER

22.1 The Organising Authority, Race Organisers, Mumm 30 Management Group and Mumm 30 International Class Association shall not be liable for any loss, damage, death or personal injury howsoever caused to the owner/charterer, skipper or crew, as a result of their taking part in the race or races.

22.2 The safety of a boat and her entire management including insurance shall be the sole responsibility of the owner/competitor, who must ensure the boat is fully found thoroughly seaworthy, manned by a crew sufficient in number and experience and who are physically fit to face bad weather.  The owner/competitor must be satisfied as to the soundness of the hull, spars, rigging and all gear.  He/she must ensure that all safety equipment is properly maintained, stowed and in date and that the crew know where it is kept and how it is to be used.

22.3 Neither the establishment of these conditions, nor their use by the Organising Authority and the Race Organisers in any way limits the absolute responsibility of the owner/competitor.  The crew are nontheless advised to satisfy themselves as to the experience of the skipper and the adequacy of all safety equipment and insurance arrangements.

22.4 It shall be the owner’s/competitor’s decision to compete in a race or races.
